The budget, dubbed "the truth budget" because it reflects the country's sharp downturn, is the toughest in years, and is lower than this year's budget in real terms.Of the 46,600bn pesos (US23.6bn), only 6,300bn pesos is earmarked for investment. In addition, 70 per cent of public salaries are to remain frozen despite an inflation target next year of 10 per cent.
